The GRF Broadband Ad Hoc Committee, along with VMS staff and The Broadband Group (a leading telecommunications consulting firm), have been looking into some changes coming for television and internet services in Laguna Woods Village. This process began in 2019, and the committee has spent hundreds of hours researching the best television and internet options for our residents. The committee is exploring different ways these services can be delivered at the best price possible, including satellite, cellular, cable and fiber.

Here’s a quick rundown of the options:

  • Satellite (like Starlink) is helpful in areas where cable and cell signals are weak or unavailable. However, it is on the pricier side and can have limited speeds with some delay (latency).
  • Cellular home internet is a more budget-friendly choice where available; however, there are limitations on how many users can be near a single cell tower due to bandwidth constraints, which could impact reliability in busy areas.
  • 电缆, our current system, has been reliable for television and internet, but cable programming and electricity costs keep rising and cable equipment is no longer supported by the manufacturer. The committee has reviewed this carefully and is looking at new ways to bring better value and technology to the Village.
  • Fiber currently offers speeds of up to 10,000 Mbps, and low latency, which means less lag when you stream videos, upload files or surf the web. Fiber is also highly reliable since it doesn’t depend on electrical equipment that may malfunction during power outages.

The Past: Coaxial Cable

The current hybrid cable system installed 25 years ago has served us well, but the time is now to replace the aging infrastructure. The equipment is at the end of life and the coaxial copper connections are oxidizing and failing, creating unreliable service and noise. Repairs and updates are no longer viable options. The cable system is on life support and cannot be sustained much longer before failures occur on a regular basis. 

The Future: Fiber to the Premise
The most advanced solution on the table is fiber to the premise (FTTP), which would bring the fastest speeds possible—currently up to 10,000 Mbps—right to residents. Moving to fiber also allows us the ability to transition from traditional cable television to internet-based streaming services, which offers many more options at lower prices and more viewing choices. This approach would help keep our community up to date with technology, providing faster internet speeds, flexibility and value for every home in the community.

The Good News

The great thing about our current system is that we already have an additional, empty conduit path underground. This means adding new fiber all the way to your manor will be less intrusive, making it easier to bring faster speeds with the FTTP upgrade. The new system will use a passive optical network, which means there’s no active field equipment between the broadband building and the home, making it much more reliable and easier to maintain.

So, overall, it will be a smoother, more dependable connection right to your home!

城市参与机会

Every five years, the County of Orange updates its Urban County Consolidated Plan, which identifies and provides strategies for addressing housing and community development needs in Laguna Woods and other areas of Orange County. The Urban County Consolidated Plan specifically guides the local use of federal Community Development Block Grant (CDBG), HOME Investment Partnership and Emergency Solutions Grant (ESG) funds.

Laguna Woods residents are invited to participate in a meeting with County of Orange staff to discuss and provide input on the Urban County Consolidated Plan currently being prepared for the five-year cycle spanning July 1, 2025, through June 30, 2029. Participants will be encouraged to provide input on what they believe are high-priority housing and community development needs warranting the investment of federal funds. To meet federal requirements, high-priority needs must promote decent housing, a suitable living environment and/or economic opportunity.

More About CDBG Funding

In the past, the City of Laguna Woods has used CDBG funding to make energy efficiency improvements in residents’ homes (e.g., windows, doors and heat pumps) and a whole host of accessibility improvements across the public sidewalk system (e.g., accessible curb ramps and driveway crossings).

While federal law prohibits expending CDBG funds on private, common-area property, attendees are encouraged to offer feedback about why it should be allowed. For example, city administration has heard from residents who would like ramps installed in place of steps leading up to their manors, and curb ramps or other accessibility improvements made to private sidewalks. These types of improvements may not be immediately possible, but building a record of needs could possibly help the city advocate for future legislative and programmatic changes.

Perfect Time to Assess Smoke Alarms

When we experience a time change, it’s the perfect time to test smoke alarms and assess whether your home could benefit from additional devices. According to the U.S. Fire Administration, smoke alarms should be located inside each bedroom and outside each sleeping area.

“唯一不变的是变化”这句格言从未如此完美地诠释过电视的发展历程以及人们的观看方式。黑白图像被Telechrome取代,三大电视网络频道屈服于庞大的有线电视企业,而如今,有线电视企业正迅速被Netflix、Hulu和Max等流媒体应用所取代。这是内容的未来发展方向——但这绝不会像换个拉古纳伍兹村的频道那么简单。

目前向居民提供有线电视的宽带电信网络于 1999 年建成。整个 20 世纪 90 年代,有线电视运营商在全球范围内部署了这种混合光纤同轴电缆 (HFC) 网络。

我们的HFC网络已服役25年。整个系统的设备,包括接收电视信号并通过网络分发的“头端”主设备,都已不再受制造商支持,而且替换品也很少。随着设备不断老化,硬件和软件故障、系统错误以及断电都会导致互联网和视频中断。

此外,随着有线电视节目成本飙升(我们每年为现有频道支付1450万美元),流媒体也不断增加对超高速互联网的需求,像我们这样规模的社区需要一个强大的网络,能够在未来几十年内满足其巨大的需求。一项提案正在推进中。

宽带自组网开始兴起

2019 年,GRF 宽带特设委员会 (BAHC) 与宽带集团 (TBG) 签订了合同,后者是一家拥有超过 25 年行业经验的领先电信咨询公司,负责分析我们的系统。

疫情过后,2022年,TBG在其报告《宽带服务预测情景分析》中提供了两种行业标准解决方案:拆分节点(网络上沿分布式路由接收、创建、存储和发送数据的端点)以及用新的纯光纤无源光网络(PON)取代我们当前的HFC网络。

所有全国性有线电视运营商都已采用光纤作为未来标准;所有运营商都计划将现有的 HFC 网络迁移到光纤。业界共识是,PON 可以降低运营成本,并为未来用户提供更大的带宽。TBG 建议制定分阶段的光纤迁移计划。

随后,BAHC 指示 VMS 和 TBG 从合格的服务提供商处获取提案,详细说明潜在成本和潜在商业模式。

时间线加速

TBG 与 GRF 和 VMS 员工一起研究、收集服务提供商的数据并参与演示,以进一步实现为社区提供全社区光纤互联网的目标:

  • 2023年12月4日: VMS 向 14 家合格的互联网服务提供商发出了提案请求。
  • 2024年3月1日: 八家潜在供应商提交了提案。TBG 的建议要求服务提供商建设和维护网络,并提供互联网服务,但 GRF 需拥有基础设施。只有三家公司愿意接受这项建议,并且拥有足够的规模为该村提供服务。
  • 2024年4月至8月:  VMS 工作人员向 BAHC 和 GRF 董事会提供了最新情况,然后他们提供了与项目相关的指导(闭门会议)。
  • 2024年9月: 潜在的服务提供商向 BAHC、VMS 员工和 TBG 进行了现场演示。三家公司均提供了类似的方案,并拥有充足的资金和运营能力来构建网络并提供服务,为拉古纳伍兹村未来几十年的发展提供支持。

After comparing Laguna Woods Village cable and internet services with those offered locally by Cox Communications, the service levels and pricing offered by VMS are a great value to residents.

Village residents pay $85.06 monthly for a cable/internet bundle with 285 channels and 125 Mbps (Megabits per second) internet service.

A comparable cable/internet bundle from Cox would cost $165 per month (for just a one-year contract), including 140 channels and 100 Mbps.
