GENERAL NOTICE OF THE RECALL VOTE AND PROVISIONAL BOARD ELECTION TO THE MEMBERS OF THIRD LAGUNA HILLS MUTUAL

March 22, 2022: Notice is hereby given, that in accordance with Civil Code §5115(b), “An association shall provide general notice of all of the following at least 30 days before the ballots are distributed: (1) The date and time by which, and the physical address where, ballots are to be returned by mail or handed to the inspector or inspectors of elections. (2) The date, time, and location of the meeting at which ballots will be counted. (3) The list of all candidates’ names that will appear on the ballot … ”

At the close of the nomination period, the following candidates were nominated and will appear on the ballot to fill two seats on the Third Laguna Hills Mutual Board of Directors, if the recall is approved:

The new board directors will be seated immediately after the ballot count if the recall is approved on Friday, June 3, 2022, at the principal offices of the corporation, Community Center at 24351 El Toro Road, Laguna Woods, CA 92637.

Ballots will be mailed on Wednesday, April 27, 2022, and must be returned to UniLect by 11 a.m. Thursday, June 2, 2022. Residents can deposit their ballot in the ballot box located in the Community Center lobby (24351 El Toro Road, Laguna Woods, CA 92637) until 5 p.m. Thursday, June 2, 2022. Ballots will be counted at a special Third Board of Directors tabulation meeting at 10 a.m. Friday, June 3, 2022.

If you do not receive your ballot by Tuesday, May 3, 2022, or your ballot is lost or damaged, please contact the UniLect duplicate request call center at 1-866-466-6455, available 24/7 throughout the balloting period.

For any other questions regarding the recall election, please contact Inspector of Elections Catherine Burkhart at 1-888-864-5328 (1-888-UniLect). Please note that according to state HOA election regulations, only one ballot may be mailed per household/manor. Voting instructions will be included in the ballot package you will be receiving via mail.

Third Laguna Hills Mutual is a non-profit mutual benefit housing corporation that manages, operates and maintains all common area property within the original 38 mutuals. A condominium owner has an equal interest in common with other owners within the project in the common area, together with a separate interest in a Unit. The common area consists of building exteriors, carports, and laundry facilities within the mutual's boundaries. The common area is controlled and administered by the Third Laguna Hills Mutual Board of Directors. All condominium owners are required to apply for membership in the corporation. As a Member, the owner has rights and privileges including use of the recreational facilities. Each condominium owner is required to pay for the common expenses and contribute to reserves. The common expenses and reserve contributions are established by the Board of Directors.

Board Meeting: The Third Board meets the 3rd Tuesday of each month at 9:30 a.m. in the Board Room. A committee meeting schedule can be found here.
Election: Annually, in October, the Board of Directors is elected to serve staggered three-year terms.

Architectural Controls and Standards Committee

The Architectural Controls and Standards Committee recommends approval or denial of all requests for nonstandard alterations and modifications, or alterations that have generated neighbor objection. The committee meets the fourth Monday of each month at 9:30 a.m. in the Community Center Board Room. Please refer to the calendar for more details.


Communications Committee

The Communications Committee oversees all communications related to Third Laguna Hills Mutual. The committee meets quarterly on the second Monday of the month at 1:30 p.m. in the Community Center. Please refer to the calendar for more details.


Energy Committee

The Energy Committee identifies and recommends to the Third Laguna Hills Mutual board investments in energy technologies which will address safety, economic, environmental and aesthetic issues of the mutual and its residents and enhance future property values. The committee meets as needed. Please refer to the calendar for more details.


Executive Hearing Committee

The Executive Hearing Committee conducts common area damage reimbursement hearings to meet the needs of the community. The committee's closed meeting occurs the second Thursday of each month at 8:30 a.m. in the Community Center Elm Room. Please refer to the calendar for more details.


Finance Committee

The Finance Committee oversees the finances and fees related to Third Laguna Hills Mutual. The committee meets the second Tuesday of each month at 1:30 p.m. in the Community Center Board Room. Please refer to the calendar for more details.


Garden Villa Recreation Room Subcommittee

The Garden Villa Recreation Room Subcommittee oversees the recreation room renovations of the 53 Third Laguna Hills Mutual three-story buildings. The committee meets three times a year in the Community Center Board Room. Please refer to the calendar for more details.


Landscape Committee

The Landscape Committee oversees all landscaping matters related to the Third Laguna Hills Mutual community. The committee meets the first Thursday of each month at 9:30 a.m. in the Community Center Board Room. Please refer to the calendar for more details.


Maintenance and Construction Committee

The Maintenance & Construction Committee oversees the upkeep of all buildings located in the Third Laguna Hills Mutual community. The committee meets bi-monthly on the first Monday of the month at 1:30 p.m. in the Community Center Board Room . Please refer to the calendar for more details.


Parking and Golf Cart Subcommittee

The Parking and Golf Cart Subcommittee oversees parking matters within the mutual for all vehicles, including golf carts. The committee meets on the fourth Wednesday of odd months in the Community Center Board Room. Please refer to the calendar for more details.


Resident Policy and Compliance Committee

The Resident Policy and Compliance Committee reviews the governing documents for clarity, legality and current applicability and recommends general and specific actions for board approval and implementation. The committee meets the fourth Tuesday of each month at 9:30 a.m. in the Community Center Board Room. Please refer to the calendar for more details.


Water Conservation Committee

The Water Conservation Committee serves as collaboration between the Third Laguna Hills Mutual board and the Village Management Services Landscape Department regarding water conservation and consumption issues and makes recommendations on matters related to conservation best practices.
