About the Foundation

The Foundation of Laguna Woods Village provides emergency assistance to qualifying residents experiencing temporary financial crisis. This assistance includes supermarket cash cards, prescription payments, utility bill payments, medical and dental expenses, caregiver and respite care services, taxi vouchers for travel to health care providers in Orange County and gas cards.

In addition, through Age Well Senior Services, the foundation funds programs that directly help Village residents.

In December 2023, the Third board of directors modified its fruit tree policy to allow residents to retain existing fruit trees when they purchase a home, as long as they maintain them. However, per Resolution 03-23-146, Fruit Tree and Vegetables Policy, planting of new fruit trees or vegetables is still prohibited in common-use areas.

Critical Points of the Policy:

• Prohibition: No new fruit trees may be planted.

• Responsibility transfer: During resale, new members can accept the responsibility of maintaining existing fruit trees; otherwise, the fruit trees will be removed at no cost to the members.
• Health and safety: Unmaintained fruit trees or recently planted fruit trees will be removed by the mutual after notice, at no cost to the member.

Reasons Behind the Policy

Fruit trees and vegetables attract rodents, such as rats and mice, which are drawn to the fruit and can cause various issues in residential areas. By not planting fruit trees and maintaining existing ones, we can significantly reduce the presence of these pests and ensure a cleaner, safer environment for everyone.

This policy is designed to help manage and reduce rodent activity and maintain the health and safety of the community. Resident cooperation is crucial in our commitment to ensuring a safe and secure environment for all residents.

‘Tis the season—for political campaigning, that is. Below are the dos and don’ts of showing candidate support via posting political signs or symbols. 

Residents may display signs in their yards, in windows, on doors and on the sides of their homes. Signs may also be displayed on the inside of their unit windows and on balconies. However, they cannot put them on exterior windows, doors or walls since those are common areas.

Below are the specifics for Third and United mutuals.

According to Resolution 03-12-108, adopted in 2012, the Third board of directors prohibits the placement of political signage in/on Third Mutual common areas.

According to Resolution 01-08-141, adopted in 2008, no member, occupant, co-occupant, lessee or guest (or any person for whom said member, occupant, co-occupant, lessee or guest is responsible) shall place, post or display, or allow to be placed, posted or displayed, any sign, poster, flag, banner or symbol of a political nature, on any property owned by the corporation, except within the specific unit to which said person is entitled to exclusive possession, except as authorized under applicable law.

Civil Code §4710

California Civil Code, updated in 2014, allows the following: 

• Members can place a candidate flag on their balcony and block wall. The political statement flags cannot incite violence or be offensive/vulgar, and must be no larger than 15 square feet, or approximately 3-by-5 feet. This size restriction applies to all flags. 
• Governing documents may not prohibit posting or displaying of noncommercial signs, posters, flags or banners on or in a member’s separate interest, except as required for the protection of public health or safety or if the posting or display would violate a local, state, or federal law.
• A noncommercial sign, poster, flag or banner may be made of paper, cardboard, cloth, plastic or fabric, and may be posted or displayed from the yard, window, door, balcony or outside wall of the separate interest, but may not be made of lights, roofing, siding, paving materials, flora or balloons, or any other similar building, landscaping or decorative component, or include the painting of architectural surfaces..

Upcoming Schedule

• Friday, August 23, 2024: “Meet the Candidates” is held in the Community Center board room and broadcast on Village Television at 10:30 a.m.

• Tuesday, August 27, 2024: Ballots are mailed.
• Thursday, September 26, 2024: Ballots are due by 11 a.m. to the inspector of elections’ post office box or 5 p.m. to the Community Center ballot box.
• Friday, September 27, 2024: Ballots are counted at a United board special tabulation meeting at 1:30 p.m. in the Community Center board room.
• Tuesday, October 8, 2024: United Mutual candidates with the most votes are seated on the United board at the annual corporate members meeting at 9:30 a.m. in the Community Center board room.

If You Experience Ballot Issues

If you do not receive your ballot by Monday, September 9, 2024, or if your ballot is lost or damaged, call the UniLect inspector of elections duplicate request center at 1-866-466-6455, which is available 24/7 throughout the balloting period. For any other questions regarding the election, contact Inspector of Elections, UniLect Corporation at 1-888-864-5328. According to state HOA election regulations, only one ballot is mailed per household/manor.
