2018 LAGUNA WOODS VILLAGE VOLLEYBALL CLUB BY-LAWS
ARTICLE I- NAME
The name of the club shall be the VOLLEYBALL CLUB, herein referred to as
the Club.
ARTICLE II- OBJECTIVE
The objective of the Club is to promote the sport of volleyball, fun, fitness,
and competition for resident players of Laguna Woods Village with like
abilities.
ARTICLE III -MEMBERSHIP
Section 1: Membership in the Club shall be open to all residents of Laguna
Woods Village and may include non-resident members in accordance with
GRF Recreational Policies, Procedures, and Operational Rules.
Section 2: To join the Club, eligible players will provide the Club with an
ANNUAL completed membership form and waiver agreement.
Section 3: There are no membership dues.
Section 4: ALL Club members and guests will follow the Volleyball Club
House Rules.
Section 5: ALL Club members will follow the GRF and Laguna Woods
Recreation Policies, Procedures, and Operating Rules.
Section 6: The Club will follow the Recreation Guest Policy.
ARTICLE IV- BOARD MEMBERS
Section 1: The Volleyball Board will consist of three Club members, one of
whom will be President. The Board can appoint committees to support the
Club as needed.
Section 2: Board Members will serve in their voluntary position for a one
year term. If a Board Member resigns before the end of the term, the
remaining Board Members may appoint a replacement to serve until the next
election.
Section 3: Election of Board Members will be held annually in January, at an
all-member meeting and/or by email, as organized by the President and, if
the President chooses, a nominating/election committee.
Section 4: All current Volleyball Club members are eligible to vote for Board
Members.
Section 5: The Board will follow all GRF and Laguna Woods Recreation
Policies, Procedures, and Operating Rules and will interact with Laguna
Woods Village Recreation on behalf of the Club.
ARTICLE V- PLAY DAYS
Section 1: For safety and game quality, play days will be based on SKILL
level. Play Days are open to all Laguna Woods Village residents who meet
the SKILL LEVEL eligibility, whether or not they are Club members.
Section 2: ADVANCED LEVEL play days and times will be jointly determined
by the Board and Laguna Woods Recreation, with eligibility to play Advanced
determined by an autonomous ADVANCED LEVEL PANEL consisting of five
members elected annually by advanced level players.
Section 3: HIGH INTERMEDIATE LEVEL and INTERMEDIATE LEVEL play days
and times will be jointly determined by the Board and Laguna Woods
Recreation, with eligibility to play High Intermediate and Intermediate
determined by an autonomous INTERMEDIATE LEVEL PANEL consisting of
five members elected annually by intermediate level players.
Section 4: Both Panels will assess players’ abilities and eligibility by
observation during games and may use other evaluation tools. The Panels
will determine when a player will move up a skill level or move down a skill
level. Remember, skill level play is for the SAFETY of the players and
QUALITY of play.
Section 5: A player may challenge his/her specific Panel assessment or be
challenged by their new skill level players by written request to their specific
Panel.
Examples:
If an Intermediate player believes they should be a High Intermediate
player, they will write their challenge to the Intermediate Level Panel. The
Panel will submit a questionnaire to all High Intermediate and Intermediate
Level players about the challenging player. If the majority of all the High
Intermediate/Intermediate level players disagree with the Intermediate
Level Panel decision, it will be overruled.
If the Advanced Level Panel determines that a High Intermediate Player is
ready to play advanced level play, that player shall be allowed to play
uncontested for a minimum of three play days. After this time, if two or
more members of the advanced play disagree with the Advanced Level
Panel’s decision, they must express their concerns in writing to the
Advanced Level Panel. The Panel will submit a questionnaire about the
player being challenged to all advanced level players and if the majority of
the questionnaires returned disagree with the original Panel decision, the
decision will be overruled.
If a challenging player or skill level group players still disagree with the
questionnaire outcome, they must wait six months before submitting
another challenge.
Section 6: To accommodate new/beginning players and players who are
returning to the sport after many years of non-play, the Board will
coordinate with Recreation to create a day and time on which skills clinics
and coaching will be available. These clinics will be available to ALL Club
players to improve their skills and the level of play.
ARTICLE VI- CLUB MEETINGS
Section 1: The Board will determine the number of meetings, if they will be
held in person or through email, and if they are open or closed, as needed.
Appropriate notification of meetings will be given.
Section 2: Robert’s Rules of Order will govern all meetings.
ARTICLE VII- AMENDMENTS TO BYLAWS
Amendments and revisions to the ByLaws may be proposed by a majority of
the Board or submitted by petition in writing and signed by at least ten Club
members. The President will present any petition at a member’s meeting or
via email for discussion and a vote. A two-thirds vote of all voting members
is required for approval and adoption.
