{"id":80354,"date":"2026-01-21T13:34:16","date_gmt":"2026-01-21T21:34:16","guid":{"rendered":"https:\/\/lagunawoodsvillage.com\/?post_type=document&#038;p=80354"},"modified":"2026-01-21T13:34:22","modified_gmt":"2026-01-21T21:34:22","slug":"third-alterations-for-accessibility-policy","status":"publish","type":"document","link":"https:\/\/lagunawoodsvillage.com\/zh_hk\/document\/third-alterations-for-accessibility-policy\/","title":{"rendered":"Third Alterations for Accessibility Policy"},"content":{"rendered":"<p>0:4<\/p>\n<p>THIRD LAGUNA HILLS<\/p>\n<p>\u4e00\u500b<\/p>\n<p>0]<\/p>\n<p>T<\/p>\n<p>)<\/p>\n<p>\u4e00\u500b<\/p>\n<p>ALTERATIONS FOR ACCESSIBLITY POLICY<\/p>\n<p>ADOPTED JANUARY 20, 2026, RESOLUTION 03-26-03<\/p>\n<p>A Third Mutual resident with a documented ambulatory disability may request<\/p>\n<p>permission to modify the common area to facilitate access to the manor being occupied<\/p>\n<p>by the resident. Such modification shall be considered an Accessibility Alteration (AA).<\/p>\n<p>In the event that the resident is not the owner of the manor, the resident will need to<\/p>\n<p>have the owner consent to the proposed AA and execute the License Agreement<\/p>\n<p>described below.<\/p>\n<p>To expedite review of such modification requests, Third Mutual utilizes the Manor<\/p>\n<p>Alterations Division (MA) to perform the initial review of the resident&#8217;s application. The<\/p>\n<p>MA will make recommendations to the Third Architectural Control and Standards<\/p>\n<p>Committee (ACSC). The ACSC then decides whether or not to recommend the request<\/p>\n<p>to the Third Mutual Board. The Third Mutual Board shall approve or disapprove the<\/p>\n<p>resident&#8217;s request.<\/p>\n<p>Third Mutual has adopted the following standards in connection with the review and<\/p>\n<p>approval of a request for an AA.<\/p>\n<p>Section A. GENERAL RESPONSIBILITIES<\/p>\n<p>1<\/p>\n<p>MA shall process all requests to install an AA on common area in compliance<\/p>\n<p>with current rules, regulations, policies and standards.<\/p>\n<p>The request for an AA may be made by the disabled resident or a family member<\/p>\n<p>or an authorized representative of the resident.<\/p>\n<p>The request for an AA may be made at any time during a member&#8217;s membership<\/p>\n<p>in the Third Mutual or, if the resident making the request is not also the owner of<\/p>\n<p>the Manor, during the resident&#8217;s residency in the Manor.<\/p>\n<p>Third Mutual and MA shall keep confidential all information concerning a<\/p>\n<p>resident&#8217;s application for an AA (e.g., information related to the resident&#8217;s<\/p>\n<p>disability or application) unless or to the extent the disclosure is:<br \/>\n(a)<\/p>\n<p>Required to make or assess the decision to grant or deny the request for<\/p>\n<p>modification;<\/p>\n<p>(b)<\/p>\n<p>Required to administer or implement the requested modification;<\/p>\n<p>(\u00a9)<\/p>\n<p>Required because the resident applicant is not the owner of the manor,<\/p>\n<p>and the owner of the manor must execute the License Agreement;<\/p>\n<p>(d)<\/p>\n<p>Authorized by the manor resident with the disability in writing; or<\/p>\n<p>(e)<\/p>\n<p>Otherwise required by law.<\/p>\n<p>Upon request, Third Mutual and MA shall provide the requesting manor resident<\/p>\n<p>with any needed assistance in completing any forms or following any procedures.<\/p>\n<p>The MA, ACSC and Third Mutual shall endeavor to process the request for an<\/p>\n<p>AA as promptly as reasonably possible and in consideration of California Civil<\/p>\n<p>Code Section 4600 (b)(3)(f), Civil Code Section 4760 and other relevant state<\/p>\n<p>and federal laws.<\/p>\n<p>Section B. RESPONSIBILITY OF REQUESTOR<\/p>\n<p>1<\/p>\n<p>The application for an AA submitted to the MA shall include the following material:<\/p>\n<p>(a)<\/p>\n<p>Information sufficient to document the accessibility need of the manor<\/p>\n<p>resident and the physical need for an AA in common area must be<\/p>\n<p>provided. If the physical impairment and the need for an AA is not obvious,<\/p>\n<p>this information may necessitate the acknowledgment of the physical<\/p>\n<p>impairment by a licensed medical professional treating the resident.<\/p>\n<p>impairment. This information is private. It is provided to assist in the AA<\/p>\n<p>process only and is not for public use.<\/p>\n<p>(b)<\/p>\n<p>The submittal must include accurate site-specific conceptual drawings, or<\/p>\n<p>plans, of the proposed alteration and meet the following criteria:<\/p>\n<p>(i)<\/p>\n<p>The plans must represent a true replication of both the existing floor<\/p>\n<p>plan and proposed floor plan modifications, inclusive of specific<\/p>\n<p>dimensional details of each.<\/p>\n<p>(ii)<\/p>\n<p>The plans must identify the precise location of the proposed<\/p>\n<p>alteration and any related alterations\/installations. For example,<\/p>\n<p>showing landscape or utility equipment that affect the installation<\/p>\n<p>area.<\/p>\n<p>(iii)<\/p>\n<p>The plans must provide specific details of how the proposed<\/p>\n<p>alteration would be constructed. For example, materials, colors,<\/p>\n<p>dimensions, anchoring and attachment details.<br \/>\n(iv)<\/p>\n<p>Where a request is for an alteration that is visible from the outside<\/p>\n<p>of a manor (handrail or stairlift etc.), an exterior elevation must be<\/p>\n<p>submitted, inclusive of the alteration\u2019s proposed heights and widths<\/p>\n<p>in relation to the surrounding area.<\/p>\n<p>v)<\/p>\n<p>All plans must be site specific and original. Plans submitted for<\/p>\n<p>another manor for a similar requested alteration would not be<\/p>\n<p>considered.<\/p>\n<p>(vi)<\/p>\n<p>If a proposed AA will differ slightly from a standard plan, the<\/p>\n<p>requestor shall provide written documentation with a new manor<\/p>\n<p>plan indicating how the proposed alteration would vary from the<\/p>\n<p>standard plan. Do not change or alter standard plans.<\/p>\n<p>(\u00a9)<\/p>\n<p>Upon plan review, affected manors (as determined by MA) will be required<\/p>\n<p>to have the notification in writing of the proposed AA. Objections from<\/p>\n<p>affected manors must be received within 10 days of the notification to be<\/p>\n<p>considered as part of the approval process.<\/p>\n<p>2<\/p>\n<p>In the event of approval of the member\/applicant\u2019s request, the additional<\/p>\n<p>Conditions of Approval listed in Section C. Conditions of Approval shall<\/p>\n<p>apply.<\/p>\n<p>Section C. CONDITIONS OF APPROVAL<\/p>\n<p>All accessibility requests will be processed as a variance.<\/p>\n<p>Third Mutual will require the requesting resident to review and sign a Revocable<\/p>\n<p>License and Indemnity Agreement (\u201cLicense Agreement\u201d), which includes,<\/p>\n<p>without limitation, the following:<\/p>\n<p>(a)<\/p>\n<p>The resident, at the resident&#8217;s expense is responsible for any and all<\/p>\n<p>costs associated with the AA modification request.<\/p>\n<p>(b)<\/p>\n<p>The resident, at the resident&#8217;s expense is responsible for all ongoing<\/p>\n<p>maintenance of AA unless other policies or standards specify otherwise,<\/p>\n<p>for removing the AA when the resident no longer needs the AA or no<\/p>\n<p>longer occupies the manor and for restoring the common area to its pre-<\/p>\n<p>AA condition.<\/p>\n<p>(\u00a9)<\/p>\n<p>The resident must provide and maintain General Liability insurance for the<\/p>\n<p>AA indemnifying and naming the mutual as additional insured at member&#8217;s<\/p>\n<p>expense.<\/p>\n<p>(d)<\/p>\n<p>If the resident is not the owner of the manor, the owner of the manor will<\/p>\n<p>also need to review and sign the License Agreement and be responsible<\/p>\n<p>for the resident&#8217;s failure to comply with the terms of the License<\/p>\n<p>Agreement.<br \/>\nThe MA office must be informed in writing of any deviations from an approved AA<\/p>\n<p>that is being performed, prior to making any field changes. Any deviations from<\/p>\n<p>an approved plan must be approved by the MA before it is made on the manor or<\/p>\n<p>to the common area. Deviations from approved plans may be subject to denial or<\/p>\n<p>require additional approval by the Third Mutual Board via the variance process.<\/p>\n<p>Any requested modifications to the common area because of a disability shall be<\/p>\n<p>designed and installed consistent with the intent of the otherwise applicable<\/p>\n<p>provisions of the Mutual&#8217;s governing documents pertaining to safety or<\/p>\n<p>aesthetics.<\/p>\n<p>Modifications to the common area external to the dwelling shall not prevent<\/p>\n<p>reasonable passage by other residents.<\/p>\n<p>Any change in the exterior appearance of a separate interest or common area<\/p>\n<p>shall be in accordance with the governing documents of Third Mutual and<\/p>\n<p>applicable provisions of state and federal law, agency regulations and<\/p>\n<p>interpretations, and judicial and administrative decisions.<\/p>\n<p>Third Mutual requires that the modification to the common area be made in a<\/p>\n<p>workmanlike manner by an appropriately licensed contractor, but shall not<\/p>\n<p>require that the modification be performed by a specific contractor.<\/p>\n<p>Third Mutual requires that the resident applicant obtain a city permit to make the<\/p>\n<p>modification when applicable.<\/p>\n<p>Others use of the resident&#8217;s modifications shall be governed by the following:<\/p>\n<p>Ramps on common areas which the Mutual maintains are allowed to be used by<\/p>\n<p>other residents. Elevators providing access to more than one manor remain<\/p>\n<p>subject to their conditions of approval. Stairlifts on exterior common areas remain<\/p>\n<p>the exclusive use of the requesting resident. Independent of the Mutual, the<\/p>\n<p>requesting resident\u2014 at their sole discretion &#8211; can allow use by others.<\/p>\n<p>10<\/p>\n<p>The planned location and installation of an AA shall be reviewed as needed by<\/p>\n<p>the Landscape Division. They will provide recommendations for the installation,<\/p>\n<p>e.g., mow strip between alteration and landscape to avoid unmaintained areas.<\/p>\n<p>11<\/p>\n<p>The design and installation of an AA shall meet the current Federal Fair Housing<\/p>\n<p>Act Design and construction requirements, and current California Building Code<\/p>\n<p>\u2014 Housing Accessibility guidelines and\/or current Standards for Accessible<\/p>\n<p>Design, whichever is more stringent.<\/p>\n<p>12<\/p>\n<p>Where possible, alterations shall be painted a color consistent with the<\/p>\n<p>building\/unit.<\/p>\n<p>13<\/p>\n<p>AA exterior modifications shall be removed and the common area restored<\/p>\n<p>to original condition at the resident&#8217;s expense, when the manor is no longer<\/p>\n<p>occupied by a resident requiring those modifications or the use of the<\/p>\n<p>4<br \/>\nmodifications has been abandoned by the same.<\/p>\n<p>14<\/p>\n<p>Should a subsequent buyer or resident of the manor also make a request for an<\/p>\n<p>AA because of a disability and execute new required governing<\/p>\n<p>documents\/License Agreements as part of the purchase\/rental process, the new<\/p>\n<p>manor owner\/resident may retain an AA until it is no longer needed.<\/p>","protected":false},"author":28,"featured_media":0,"template":"","document_category":[1656,1737],"document_type":[53],"class_list":["post-80354","document","type-document","status-publish","hentry","document_category-policies-and-procedures-operating-rules-third","document_category-third-policies-procedures-ma","document_type-other"],"acf":{"document":80355,"resolutions":null,"legacy_id":"","pdf_extracted_text":""},"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.1.1 - https:\/\/yoast.com\/product\/yoast-seo-wordpress\/ -->\n<title>Third Alterations for Accessibility Policy | Laguna Woods Village<\/title>\n<meta name=\"robots\" content=\"noindex, follow\" \/>\n<meta property=\"og:locale\" content=\"zh_HK\" \/>\n<meta property=\"og:type\" content=\"article\" \/>\n<meta property=\"og:title\" content=\"Third Alterations for Accessibility Policy | Laguna Woods Village\" \/>\n<meta property=\"og:description\" content=\"0:4 THIRD LAGUNA HILLS A 0] T ) A ALTERATIONS FOR ACCESSIBLITY POLICY ADOPTED JANUARY 20, 2026, RESOLUTION 03-26-03 A Third Mutual resident with a documented ambulatory disability may request permission to modify the common area to facilitate access to the manor being occupied by the resident.
