{"id":18356,"date":"2017-07-19T22:42:57","date_gmt":"2017-07-19T22:42:57","guid":{"rendered":"https:\/\/dev-laguna-woods.pantheonsite.io\/news\/document\/third-standard-41-solar-panels-one-story-buildings\/"},"modified":"2024-11-20T12:41:00","modified_gmt":"2024-11-20T20:41:00","slug":"third-standard-41-solar-panels-one-story-buildings","status":"publish","type":"document","link":"https:\/\/lagunawoodsvillage.com\/pr\/document\/third-standard-41-solar-panels-one-story-buildings\/","title":{"rendered":"Third Standard 41 Solar Panels, One-Story Buildings"},"content":{"rendered":"<p>THIRD LAGUNA HILLS<\/p>\n<p>u T U A<\/p>\n<p>L<\/p>\n<p>STANDARD 41: SOLAR PANELS, 1 STORY BUILDINGS<\/p>\n<p>ADOPTED JANUARY 2008, RESOLUTION 03-08-09<\/p>\n<p>GENERAL REQUIREMENTS REVISED APRIL 2011, RESOLUTION 03-11-49<\/p>\n<p>REVISED OCTOBER 2014, RESOLUTION 03-14-107<\/p>\n<p>REVISED JANUARY 2016, RESOLUTION 03-16-08<\/p>\n<p>REVISED SEPTEMBER 2019, RESOLUTION 03-19-95<\/p>\n<p>REVISED MAY 2023, RESOLUTION 03-23-51<\/p>\n<p>1.0<\/p>\n<p>GENERAL REQUIREMENTS<\/p>\n<p>See Standard 1: General Requirements<\/p>\n<p>2.0<\/p>\n<p>APPLICATIONS<\/p>\n<p>21<\/p>\n<p>Solar Panel refers to roof mounted panels that use solar energy to<\/p>\n<p>either heat water directly (Solar Water Heating System), or to<\/p>\n<p>Electric<\/p>\n<p>generate electricity using photo-voltaic cells (Solar<\/p>\n<p>System)<\/p>\n<p>2.2<\/p>\n<p>This section refers to flat roofs and pitched roofs of single story<\/p>\n<p>dwellings and the roof section of the building that covers the<\/p>\n<p>footprint of the Manor; that is unshared roof space for which<\/p>\n<p>the request is being submitted<\/p>\n<p>23<\/p>\n<p>All costs and maintenance of the alteration, present and future, are<\/p>\n<p>the responsibility of the Mutual Member<\/p>\n<p>24<\/p>\n<p>Detailed, site-specific plans for all water and electrical lines for the<\/p>\n<p>solar panel installation, including penetrations, shall be submitted to<\/p>\n<p>the Manor Alterations Department for approval<\/p>\n<p>2.5<\/p>\n<p>Structural details and calculations for the installation of the<\/p>\n<p>proposed solar system existing roof structure, signed and stamped<\/p>\n<p>by a California-licensed engineer are required to ensure the solar<\/p>\n<p>panel system does not compromise the existing roof structure and<\/p>\n<p>that the roof is adequate to accept attachments and to support all<\/p>\n<p>applied loadings. Consult with the City for additional requirements<\/p>\n<p>2.6<\/p>\n<p>Solar Panels installed on pitched roofs with light weight tile require<\/p>\n<p>that the entire section from roof ridge to the edges be removed and<br \/>\nreplaced with CertainTeed Landmark TL composition shingle<\/p>\n<p>roofing or equivalent in all major aspects (aesthetics, materials and<\/p>\n<p>warranty) on the entire roof area where the array will be located.<\/p>\n<p>The roof must then be trimmed with light weight tiles (LWT) to<\/p>\n<p>match in materials and appearance of the original roof being<\/p>\n<p>replaced. The current composition shingle roofing standards for<\/p>\n<p>waterproofing the roof at the time of installation must be followed<\/p>\n<p>and will include a single layer underlayment, drip edge metal, step<\/p>\n<p>flashings at existing skylights and chimneys, penetration flashings<\/p>\n<p>for all vents and vent pipes, and valley metal at valley areas.<\/p>\n<p>2.7<\/p>\n<p>PVC Flat roof under warranty with the Mutual&#8217;s reroofing contractor<\/p>\n<p>shall require the roofing contractor holding the warranty to complete<\/p>\n<p>the roof tie-in work at the member&#8217;s expense. PVC Flat roofs that<\/p>\n<p>remain under a Johns Manville materials warranty shall require a<\/p>\n<p>Johns Manville (JM) Approved Contractor perform the tie-in work at<\/p>\n<p>the member&#8217;s expense. Solar panel installations onto roofs outside<\/p>\n<p>of the warranty periods must be water tight and meet or exceed all<\/p>\n<p>current<\/p>\n<p>I.C.C (International<\/p>\n<p>Code Council),<\/p>\n<p>State and City<\/p>\n<p>standards.<\/p>\n<p>2.8<\/p>\n<p>Flat roof mounting shall be set with the highest point flush with the<\/p>\n<p>top of the parapet wall so as to be hidden from the ground or<\/p>\n<p>surrounding properties. The lowest point of the solar array<\/p>\n<p>equipment shall be a minimum of 10 inches above the flat roof. The<\/p>\n<p>top stanchions and racking used to connect the array to the roof<\/p>\n<p>shall be water tight and meet or exceed all current I.C.C<\/p>\n<p>(International Code Council), State and City standards.<\/p>\n<p>2.9<\/p>\n<p>The solar panel array must be located away from the edges of<\/p>\n<p>roofs and parapets as required by the City but not less than 24\u201d and<\/p>\n<p>must maintain sufficient clearance (but not less than 24\u201d) between<\/p>\n<p>any architectural features such as, but not limited to skylights,<\/p>\n<p>mechanical equipment, vent pipes and for the most direct path to<\/p>\n<p>these features in order to enable proper access for maintenance.<\/p>\n<p>2.10.<\/p>\n<p>Water and electric lines must be set on blocking above the surface<\/p>\n<p>to facilitate re-roofing.<\/p>\n<p>2.11.<\/p>\n<p>Detailed plans of the installation of roof jacks (flashing, vents, or<\/p>\n<p>planking for installation of Solar). Should be submitted to Manor<\/p>\n<p>Alterations for approval, and installation of roof jacks, including<\/p>\n<p>hot mopping and\/or flashing, is required to be completed during<br \/>\noriginal installation.<\/p>\n<p>2.12<\/p>\n<p>Lag screws must have adequate pullout strength and shear<\/p>\n<p>capacities.<\/p>\n<p>2.13<\/p>\n<p>The member is responsible for the maintenance and repair<\/p>\n<p>of the roof penetrations required for the installation of the<\/p>\n<p>solar system, and for any damage caused by these<\/p>\n<p>alterations.<\/p>\n<p>2.14<\/p>\n<p>Connections to the manor\u2019s electrical system must be coordinated<\/p>\n<p>with the local electric utility.<\/p>\n<p>2.15<\/p>\n<p>Solar Electric Panels, and their associated electrical components,<\/p>\n<p>must be UL approved, or comply with equivalent international<\/p>\n<p>standards.<\/p>\n<p>2.16<\/p>\n<p>A solar panel system may only serve a single manor.<\/p>\n<p>2.17<\/p>\n<p>All solar panel installations located on the roof of a unit that is<\/p>\n<p>under warranty must be inspected and approved, in addition to<\/p>\n<p>any required City inspections, by a VMS Inc. Roofing Inspector<\/p>\n<p>before the solar array is installed, after roof penetrations are<\/p>\n<p>complete, and prior to a final inspection of the Mutual Consent.<\/p>\n<p>If re-roofing is required for the solar panel installation, in<\/p>\n<p>addition to any City-required inspections, inspections by a<\/p>\n<p>Mutual inspector will be performed prior to finalizing the mutual<\/p>\n<p>consent.<\/p>\n<p>2.18.<\/p>\n<p>Approved locations for Energy Storage Devices: As per<\/p>\n<p>California and City code, all energy storage device installations<\/p>\n<p>must be inspected by OCFA. Installation must be on the exterior<\/p>\n<p>walls, in the garage, or in a California and City code compliant<\/p>\n<p>interior area of the manor. Energy storage devices visible to the<\/p>\n<p>members must be painted to match the wall it is mounted on or<\/p>\n<p>be screened with an approved enclosure that complements the<\/p>\n<p>architecture of the building.<\/p>\n<p>2.19.<\/p>\n<p>The Mutual Consent processing time for Solar Panel installation<\/p>\n<p>requests is to be completed within 45 days from receipt of a<\/p>\n<p>complete application.<br \/>\n3.0<\/p>\n<p>OBLIGATIONS<\/p>\n<p>341<\/p>\n<p>Due to all exterior locations classified as \u2018exclusive use common<\/p>\n<p>area\u2019 or \u2018common area\u2019, a Common Area Exclusive Use Revocable<\/p>\n<p>License or equivalent current document for Mutual approval to<\/p>\n<p>provide rights to utilize common area must be completed prior to<\/p>\n<p>the installation of any solar array.<\/p>\n<p>3.2<\/p>\n<p>For continuous roofs that cover more than one manor, if the roof is<\/p>\n<p>required to be replaced, the member may limit the replacement of<\/p>\n<p>roof to the projected area of the manor requesting approval for the<\/p>\n<p>solar installation. A 3-ft roof transition will be required between the<\/p>\n<p>new roof and the existing roof and said transition will take place<\/p>\n<p>within the above described area.<\/p>\n<p>3.3<\/p>\n<p>Member accepts responsibility and agrees to pay for repairs to<\/p>\n<p>common areas, including but not limited to roofing, framing, wiring<\/p>\n<p>and drywall caused, in whole or in part, by Member&#8217;s solar panels<\/p>\n<p>or their installation, operation, maintenance or removal; and,<\/p>\n<p>Member accepts all responsibility for damage to Member&#8217;s Manor<\/p>\n<p>or other Manors or to personal property caused or contributed to by<\/p>\n<p>the installation, operation, maintenance or removal of the solar<\/p>\n<p>panels.<\/p>\n<p>3.4<\/p>\n<p>The Member is responsible for, and will bear all costs associated<\/p>\n<p>with removing, altering, covering or reinstalling the alteration as<\/p>\n<p>may be necessary or appropriate to allow the Mutual to conduct<\/p>\n<p>maintenance or repairs of common area. The Mutual will<\/p>\n<p>endeavor to give a minimum of thirty (30) days advance written<\/p>\n<p>notice (unless it is an emergency) of the need to remove, alter,<\/p>\n<p>cover or replace the solar panel. Failure to complete the required<\/p>\n<p>work within the allowed time will require that the Mutual perform<\/p>\n<p>the removal, alteration, or covering at the Member&#8217;s cost, which<\/p>\n<p>will be billed as a Chargeable Service to the Member. Re-<\/p>\n<p>installation of any components removed by the Mutual as a<\/p>\n<p>chargeable service remains the responsibility of the member.<\/p>\n<p>3.5<\/p>\n<p>The Member is responsible for, and will bear all costs associated<\/p>\n<p>with, clean-up or repair of Mutual owned or controlled property<\/p>\n<p>made necessary by or resulting from the alteration.<\/p>\n<p>3.6<\/p>\n<p>All costs associated with roof replacement above and beyond the<br \/>\ntypical cost for roof replacement due to the solar panel installation<\/p>\n<p>shall be borne by the Member(s) as per Section 3.4 above.<\/p>\n<p>Alternatively, member may assume full responsibility for the<\/p>\n<p>future maintenance, repair and replacement of the roof in lieu of<\/p>\n<p>removing and re-installing the solar panel system. If this option is<\/p>\n<p>selected, the existing roof will be considered an alteration.<\/p>\n<p>3.7<\/p>\n<p>The roof area for possible solar panel installation is allocated only<\/p>\n<p>to the roof space directly above the subject Manor. It is Member&#8217;s<\/p>\n<p>responsibility to ascertain and adapt to any roof interference by<\/p>\n<p>vents or other roof installations already in place.<\/p>\n<p>3.8<\/p>\n<p>Upon sale of Member&#8217;s Manor, all obligations herein shall apply to<\/p>\n<p>all subsequent owners of the Manor.<\/p>\n<p>3.9<\/p>\n<p>When applicable, the solar installer and his roofer will provide a<\/p>\n<p>copy of the composition shingle manufacturer&#8217;s warranty and will<\/p>\n<p>provide a separate labor and materials warranty of 5 years for the<\/p>\n<p>composition shingle roof installation. If any leaks occur on a roof so<\/p>\n<p>constructed, the solar installer will remove the solar equipment,<\/p>\n<p>repair the roof and put back the solar equipment at no cost to the<\/p>\n<p>Mutual. If the solar installer\/roofer chooses not to comply with this<\/p>\n<p>requirement, then the Mutual Roofing Contractor must be hired to<\/p>\n<p>do the roofing work at the member&#8217;s
