Laguna Woods Village<\/p>\n<p>strives to be a green community, and supports your decision to reduce<\/p>\n<p>your vehicle&#8217;s carbon footprint.<\/p>\n<p>In the Village, there are a limited number of circuits available,<\/p>\n<p>so we highly<\/p>\n<p>encourage cooperation.<\/p>\n<p>When too many vehicles charge at the same time, whether golf carts or electric<\/p>\n<p>cars, the circuit breakers can be overloaded, disabling charging capability for all<\/p>\n<p>vehicles in a bank of carports.<\/p>\n<p>Below are recommended guidelines for electric vehicle charging, so that everyone<\/p>\n<p>can share power without interruption:<\/p>\n<p>1<\/p>\n<p>Golf carts generally charge during daylight hours. Therefore, electric cars<\/p>\n<p>should limit their charging time to between dusk and dawn. Refer to your<\/p>\n<p>manufacturer&#8217;s vehicle manual for specifics on how to set the appropriate<\/p>\n<p>charging times.<\/p>\n<p>It is important for you to limit the amount of electricity you draw during charging.<\/p>\n<p>We recommend you reduce the current draw to no more than eight amps. By<\/p>\n<p>doing so, this should allow two electric cars to charge simultaneously in the<\/p>\n<p>same bank of carports. In the event additional cars plug into a circuit, the<\/p>\n<p>amperage should be reduced to five amps or less.<\/p>\n<p>Please communicate with your neighbors to coordinate ways to stagger charging.<\/p>\n<p>This is also a great way to meet your neighbors.<\/p>\n<p>Electric vehicle owners must obtain a decal from Resident Services for an annual<\/p>\n<p>cost of $240 before charging. REQUIREMENTS:<\/p>\n<p>Pursuant to Resolution Numbers U-81-120 and M3-81-1187, all members of the United and<\/p>\n<p>Third Laguna Hills Mutual are required to register all golf carts and pay, as applicable, the<\/p>\n<p>electric fees associated with an electric golf cart. Other requirements apply to carport parking<\/p>\n<p>and usage on the Golf Course.<\/p>\n<p>WINDSHIELD DECAL:<\/p>\n<p>All golf carts, whether owned by a resident of United Laguna Hills Mutual, Third Laguna<\/p>\n<p>Hills Mutual or Mutual 50, and, whether gas or electric, must display a Golden Rain<\/p>\n<p>Foundation windshield decal.<\/p>\n<p>This decal permits entry through the perimeter gates and<\/p>\n<p>provides a means by which to identify the vehicle. There is no fee to obtain a windshield decal<\/p>\n<p>for your golf cart. Simply bring your cart to the Community Access Department in the<\/p>\n<p>Community Center Building and show your Laguna Woods Village identification card to register<\/p>\n<p>the cart.<\/p>\n<p>Should you change or give up your golf cart for any reason (sell, trade, total, in an<\/p>\n<p>accident, etcetera) it is your responsibility to notify Community Access, so they can remove the<\/p>\n<p>golf cart from record. There is a non-refundable fee for not returning the decal.<\/p>\n<p>TRAIL DECAL:<\/p>\n<p>If you operate your golf cart on any golf course in Laguna Woods Village, you are required to<\/p>\n<p>obtain and properly display a trail permit. This trail permit currently costs $60.00 per year and<\/p>\n<p>allows use of a private golf cart on the Laguna Woods Village Golf Course. This permit can be<\/p>\n<p>obtained at the Laguna Woods Village Pro Shop located via Gate 12.<\/p>\n<p>If you want to use your cart on the Golf Course, you may pay a $6.00 fee at the Pro Shop for<\/p>\n<p>each usage. If you use your private cart on the Course, without the \u201cTrail\u201d decal or paying the<\/p>\n<p>daily fee, you will be subject to being cited by the Course Marshall.<\/p>\n<p>If you have any questions regarding the Trail Permit, contact the Pro Shop at 597-4337.<\/p>\n<p>USE AND OPERATION OF A GOLF CART:<\/p>\n<p>License plates and registration, with the State of California, are not required to operate a golf<\/p>\n<p>cart upon private property within the confines of Laguna Woods Village. Roads outside of the<\/p>\n<p>community, however, are under County and State jurisdiction and any operation of golf carts on<\/p>\n<p>such roads is restricted by State law.<\/p>\n<p>Unlicensed\/unregistered golf carts are permitted to cross the County roadways, only at certain<\/p>\n<p>designated locations, in order to reach other phases as well as the golf course. The City of<\/p>\n<p>Laguna Woods has approved only the following locations for such crossings:<\/p>\n<p>1<\/p>\n<p>El Toro Road between Security Gates Seven and Fourteen.<\/p>\n<p>2. Santa Maria Avenue between Security Gates Ten and Eleven.<\/p>\n<p>3. However, both mutuals<\/p>\n<p>recognize the need to establish restricted conditions under which a passive business may be<\/p>\n<p>conducted within a residential unit, and this policy regulating passive home businesses was revised and<\/p>\n<p>adopted by United Laguna Woods Mutual via Resolution 01-24-86 on August 13, 2024, and by Third<\/p>\n<p>Laguna Hills Mutual via Resolution 03-24-75 on July 16, 2024.<\/p>\n<p>The intent of the restrictions is to preclude the use of the dwelling unit in any manner that creates a<\/p>\n<p>nuisance, has an adverse effect on the mutual\u2019s insurance rates, or has a negative impact on<\/p>\n<p>surrounding properties. A nuisance or negative impact can result from increased vehicular traffic,<\/p>\n<p>pedestrian traffic, noise and parking congestion, as well as other conditions that affect other residents<\/p>\n<p>or properties in the surrounding area.<\/p>\n<p>Further, it is the mutual\u2019s intent to prescribe a reasonable standard that allows certain businesses to<\/p>\n<p>operate without negatively affecting neighbors and\/or the community.<\/p>\n<p>Limitations of Dwelling Use<\/p>\n<p>1<\/p>\n<p>The business shall not change the principal character of the dwelling as a residence.<\/p>\n<p>2<\/p>\n<p>The business shall not employ persons, paid or unpaid, who are not bona fide residents of the<\/p>\n<p>dwelling.<\/p>\n<p>3<\/p>\n<p>The business shall be conducted only within the dwelling structure interior and shall not operate<\/p>\n<p>in, or be conducted upon any common area or limited-use common area, including a garage,<\/p>\n<p>patio, balcony or carport.<\/p>\n<p>The business shall not display any signage or other evidence of a business inside or on the<\/p>\n<p>exterior of the premises.<\/p>\n<p>The business operator shall not use the dwelling address in any advertisement or on any<\/p>\n<p>business stationery or business cards.<\/p>\n<p>The business shall not occupy more than one room within the dwelling, or 25% of the gross<\/p>\n<p>floor area, whichever is less.<\/p>\n<p>The business shall not produce, store, maintain on the site or use in its operation any<\/p>\n<p>hazardous material (other than typical household cleaning materials in small quantities) that<\/p>\n<p>can affect the mutual\u2019s insurance rates.<\/p>\n<p>8<\/p>\n<p>No tools, materials or any equipment used in the business may generate smoke, noise, dust,<\/p>\n<p>odors or vibration that are atypical of residential property use.<\/p>\n<p>9<\/p>\n<p>A business that uses telephone, computer or mail marketing may not ship, send or otherwise<\/p>\n<p>distribute, or receive delivery of business-related goods or merchandise, at the dwelling.<\/p>\n<p>10.
