{"id":48590,"date":"2017-07-19T00:00:00","date_gmt":"2017-07-19T07:00:00","guid":{"rendered":"https:\/\/dev-laguna-woods.pantheonsite.io\/document\/united-standard-13-lifts-and-lift-policy\/"},"modified":"2025-11-26T09:57:59","modified_gmt":"2025-11-26T17:57:59","slug":"united-standard-13-lifts-and-lift-policy","status":"publish","type":"document","link":"https:\/\/lagunawoodsvillage.com\/hi\/document\/united-standard-13-lifts-and-lift-policy\/","title":{"rendered":"United Standard 13 Elevator Platform Lift Policy"},"content":{"rendered":"<p>\u092f\u0942\u0928\u093e\u0907\u091f\u0947\u0921 \u0932\u0917\u0941\u0928\u093e \u0935\u0941\u0921\u094d\u0938<\/p>\n<p>\u0906\u092a\u0938\u0940<\/p>\n<p>STANDARD 13: ELEVATOR\/PLATFORM LIFT POLICY<\/p>\n<p>MAY 2000, RESOLUTION U-00-43<\/p>\n<p>REVISED OCTOBER 2000, RESOLUTION U-00-77<\/p>\n<p>REVISED SEPTEMBER 2001, RESOLUTION U-01-96<\/p>\n<p>GENERAL REQUIREMENTS REVISED JANUARY 2016, RESOLUTION 01-16-08<\/p>\n<p>GENERAL REQUIREMENTS REVISED, JUNE 2018, RESOLUTION 01-18-57<\/p>\n<p>REVISED AUGUST 2018, RESOLUTION 01-18-85<\/p>\n<p>REVISED NOVEMBER 2025, RESOLUTION 01-25-96<\/p>\n<p>Before an elevator\/platform lift can be installed onto mutual property, the<\/p>\n<p>following requirements must be agreed to by the requesting member(s) and<\/p>\n<p>his\/her mutual:<\/p>\n<p>Pre Construction<\/p>\n<p>1<\/p>\n<p>Members with a verifiable disability may request an installation of an<\/p>\n<p>elevator\/platform lift.<\/p>\n<p>The requesting member shall pay all costs associated with the<\/p>\n<p>installation including but not limited to professional fees,<\/p>\n<p>preconstruction site assessment and construction costs.<\/p>\n<p>A nonrefundable deposit (except as set forth below) in the amount of<\/p>\n<p>$6,000.00 is required to process this application, which includes<\/p>\n<p>preconstruction site assessment, plan preparation and regulatory<\/p>\n<p>approval.<\/p>\n<p>The United Laguna Woods Mutual (ULWM) will direct its agent to<\/p>\n<p>notify all adjoining residents of the building of the requested lift. If<\/p>\n<p>three or more residents of the building object to the installation of the<\/p>\n<p>lift, the matter will be brought before the board.<\/p>\n<p>If the requesting member(s) choose to install an elevator\/platform lift<\/p>\n<p>for any reason other than a disability, approval of all of the members<\/p>\n<p>in the building is requires.<br \/>\n6. The United Laguna Woods Mutual (ULWM) will direct its agent, on<\/p>\n<p>behalf of the requesting members(s) to contract with licensed,<\/p>\n<p>insured architectural and engineering consultants to modify standard<\/p>\n<p>plans to accommodate a variety of site-specific conditions, and<\/p>\n<p>indicate exactly where the elevator\/platform lift will be installed on the<\/p>\n<p>Corporation\u2019s property.<\/p>\n<p>Structural modifications and or requirements will be performed by<\/p>\n<p>California licensed architect or civil\/structural engineer and provided<\/p>\n<p>by the mutual in the standard plans.<\/p>\n<p>These plans must illustrate all modifications and or additions<\/p>\n<p>to existing mutual property and must include the following:<\/p>\n<p>a)<\/p>\n<p>Site plan<\/p>\n<p>b) Floor plan<\/p>\n<p>\u00a2) Roof plan<\/p>\n<p>d) Electrical plan<\/p>\n<p>e) Elevations<\/p>\n<p>f)<\/p>\n<p>Section(s)<\/p>\n<p>g) Details<\/p>\n<p>Construction<\/p>\n<p>1<\/p>\n<p>The amount of final payment will be determined at the time of<\/p>\n<p>construction contract bid acceptance. Final payment is due in the<\/p>\n<p>form of a lump sum, prior to construction contract execution. The<\/p>\n<p>unused portion of the deposit, if any, will be applied toward final<\/p>\n<p>payment.<\/p>\n<p>If the requesting member(s) decides not to proceed with installation<\/p>\n<p>of elevator\/platform lift prior to execution of construction contract, the<\/p>\n<p>unused portion of the deposit will be refunded.<\/p>\n<p>If the requesting member(s) decides not to proceed with installation<\/p>\n<p>of the elevator\/platform lift after execution of construction contract,<\/p>\n<p>the unused portion of the deposit along with the unused portion of<\/p>\n<p>final payment will be refunded, after satisfying the terms and<\/p>\n<p>conditions of applicable contracts and restoring the building to its<\/p>\n<p>preconstruction conditions.<br \/>\nOn behalf of the member, staff will contract with a licensed and<\/p>\n<p>insured installer to perform the installation. Staff will also inspect the<\/p>\n<p>alteration\/construction. Additionally, staff will obtain all permits or<\/p>\n<p>licenses necessary for the installation and ongoing operation of the<\/p>\n<p>lift, prior to final inspection of the construction and the awarding of the<\/p>\n<p>operating permit.<\/p>\n<p>The requesting member(s) shall acknowledge and agree that upon<\/p>\n<p>completion of construction and issuance of a permit to operate an<\/p>\n<p>elevator\/platform lift by the regulatory authority, the mutual will<\/p>\n<p>assume ownership of the improvement. The mutual will be<\/p>\n<p>responsible for the cost for the ongoing maintenance, repair, annual<\/p>\n<p>operation certification, insurance, replacement reserves, and cost for<\/p>\n<p>power.<\/p>\n<p>Member(s) further agree that once the lift is installed on mutual<\/p>\n<p>property, members shall have no right to remove or restrict the use of<\/p>\n<p>the lift in any way.<\/p>\n<p>The member(s) shall agree that said lift is open and available to any<\/p>\n<p>resident in the mutual and or their guests requiring use for handicap<\/p>\n<p>access. Lifts requiring a key for operation are
