The community is comprised of four corporations, three of which are mutual housing corporations, or housing mutuals: Third Laguna Hills Mutual, United Laguna Woods Mutual and Mutual No. Fifty (commonly called the Towers). The mutuals are responsible for services directly related to housing and common areas. Each housing mutual corporation has its own set of governing documents, and a board of directors elected by its members. Board directors for the housing corporations are corporate members. A fourth corporation, the Golden Rain Foundation of Laguna Woods (GRF), is responsible for all shared community amenities, including the bus system, security, clubhouses, swimming pools, golf courses, the Equestrian Center and other recreational facilities. GRF has three corporate members—the three housing mutuals. GRF also has its own governing documents and a board of directors, comprised of members of each of the three housing mutual corporations. The board directors of the corporate members elect GRF board directors.

Laguna Woods Village’s managing agent is Village Management Services Inc. (VMS), which is contracted by GRF, Third and United. VMS Inc. employs approximately 800 staff; more than half of whom are full-time. Approximately 335 staff are part-time employees, most of whom are community residents. VMS operates nine departments (and many divisions within): the CEO/General Manager’s office and the departments of Recreation and Special Events, Maintenance and Construction, General Services, Landscaping Services, Security Services, Financial Services, Human Resources Services and Information Services. VMS takes its direction from the boards of directors of GRF, Third and United, as well as a fourth resident-volunteer board that oversees VMS Inc. operations, the VMS board of directors.
