These rules shall apply to all club-sponsored tournament play.<\/p>\n<p>OUT OF BOUNDS<\/p>\n<p>Boundary fences\/walls, white stakes and inside edge (course side) of white painted lines. Chain<\/p>\n<p>link fence on Course 2 Hole 2 is a boundary fence. Block wall on the left near the green on<\/p>\n<p>Course 2 Hole 4 is also a boundary fence. The old white lines on the cart path behind the green<\/p>\n<p>on Course 1 Hole 5 and Course 2 Hole 6 is not out of bounds and the ball is to be played as it<\/p>\n<p>lies. Note: The entire ball must be on or beyond the white painted line (or beyond the inside<\/p>\n<p>points of stakes at ground level) to be considered out of bounds; should any part of the ball be<\/p>\n<p>in bounds, the ball is in play.<\/p>\n<p>GENERAL AREA &#8211; (Formerly known as \u201cthrough the green\u201d)<\/p>\n<p>The area of the course that covers all of the course except for the other four defined areas:<\/p>\n<p>1. The teeing area you must play from in starting the hole you are playing<\/p>\n<p>2. All penalty areas<\/p>\n<p>3. All bunkers<\/p>\n<p>4. The putting green of the hole you are playing.<\/p>\n<p>The general area includes all teeing locations on the course other than the teeing area, and all<\/p>\n<p>wrong greens.<\/p>\n<p>PROTECTIVE FENCES<\/p>\n<p>Take swing and stance relief from protective fences, plus line of sight. May go to drop area if<\/p>\n<p>provided. No penalty. Note: A ball coming to rest near screens on the first fairway, fourth<\/p>\n<p>teeing area or in back of the sixth teeing area, Course 1, may be dropped in specified ball drop<\/p>\n<p>areas without penalty, or line of sight relief no nearer to the hole.<\/p>\n<p>GROUND UNDER REPAIR<\/p>\n<p>An abnormal course condition defined by a painted white line on the ground. Ground under<\/p>\n<p>repair also includes the following things even if not so marked:<\/p>\n<p>LJ<\/p>\n<p>Grass cuttings, leaves and any other material piled for later removal. However, any<\/p>\n<p>natural materials that are piled for removal are also loose impediments, and any<\/p>\n<p>materials left on the course that are not intended to be removed are not ground under<\/p>\n<p>repair unless the Committee has defined them as such.<\/p>\n<p>Any materials left on the course that are not intended to be removed are not ground<\/p>\n<p>under repair unless so marked.<\/p>\n<p>Page 1 of 10<\/p>\n<p>2019 Rev. 1.0<br \/>\nYi<\/p>\n<p>I<\/p>\n<p>V\/s<\/p>\n<p>Laguna Woods Village<\/p>\n<p>Any hole made by the maintenance staff in setting up or maintaining the course (such as<\/p>\n<p>a hole where a stake has been removed or a hole made in removing turf or a tree stump<\/p>\n<p>or laying pipelines, but not including aeration holes.)<\/p>\n<p>Note 1: Ground Under Repair (Abnormal Course Condition) specifies that If your ball has<\/p>\n<p>not been found and it is known or virtually certain that your ball came to rest in or on<\/p>\n<p>an abnormal course condition on the course, you may take free relief where the ball last<\/p>\n<p>crossed the edge of the abnormal course condition on the course as the reference point.<\/p>\n<p>Rule 16.1e<\/p>\n<p>Note 2: If it cannot be determined whether a pile of debris is ground under repair, in<\/p>\n<p>Stroke Play events the correct procedure would be to use Rule 20.1-c and play two balls<\/p>\n<p>on that hole (one with relief and one without). The players should then find an official,<\/p>\n<p>such as the course&#8217;s head golf professional, to make the determination after the round.<\/p>\n<p>In Match Play events a determination must be made on-the-spot using Rule 20.1b. You<\/p>\n<p>can never play a second ball in this situation in match play.<\/p>\n<p>Note 3: \u201cRoped-off\u201d areas of the course do NOT define Ground Under Repair and relief<\/p>\n<p>is not allowed unless the area is roped off on all sides. All other areas that are not<\/p>\n<p>closed off have been identified to keep cart traffic away.<\/p>\n<p>Note 4: Relief must always to taken in the \u201cGeneral Area\u201d (see definition).<\/p>\n<p>NO-PLAY ZONE<\/p>\n<p>A part of the course where the committee has prohibited play. A no-play zone must be defined<\/p>\n<p>as part of either an abnormal course condition or a penalty area.<\/p>\n<p>PENALTY AREA (Formerly known as a \u201cwater hazard\u201d or \u201clateral water hazard\u201d)<\/p>\n<p>An area from which relief with a one-stroke penalty is allowed if your ball comes to rest there.<\/p>\n<p>Laguna Woods Village Golf Course identifies penalty areas with red topped stakes and\/or red<\/p>\n<p>painted lines. The edge of a penalty area extends both up above the ground and down below<\/p>\n<p>the ground.<\/p>\n<p>LJ<\/p>\n<p>Stakes: When defined by stakes, the edge of the penalty area is defined by the line<\/p>\n<p>between the outside points of the stakes at ground level, and the stakes are inside the<\/p>\n<p>penalty area.<\/p>\n<p>LJ<\/p>\n<p>Lines: When defined by a painted line on the ground, the edge of the penalty area is the<\/p>\n<p>outside edge of the line, and the line itself is in the penalty area.<\/p>\n<p>Simple lateral relief may be taken from red penalty areas:<\/p>\n<p>LJ<\/p>\n<p>Where the ball last crossed the edge of a red penalty area, the player may drop the<\/p>\n<p>original ball or another ball in this lateral relief area. (see Rule 14.3):<\/p>\n<p>LJ<\/p>\n<p>Reference point: The estimated point where the original ball last crossed the edge of the<\/p>\n<p>red penalty area.<\/p>\n<p>LJ<\/p>\n<p>Size of relief area measured from reference point: Two club-lengths, but with these<\/p>\n<p>limits:<\/p>\n<p>LJ<\/p>\n<p>Limits on location of relief area: Must not be nearer the hole than the reference point,<\/p>\n<p>and may be in any area of the course except the same penalty area.<\/p>\n<p>Page 2 of 10<\/p>\n<p>2019 Rev. 1.0<br \/>\nYi<\/p>\n<p>I<\/p>\n<p>V\/s<\/p>\n<p>Laguna Woods Village<\/p>\n<p>FLOWER BEDS<\/p>\n<p>Defined by printed signs designating the area as a flower bed are no play zones that are to be<\/p>\n<p>treated as an abnormal course condition. Free relief must be taken from interference by the no<\/p>\n<p>play zone under Rule 16.1f. Note: Ground Under Repair (Abnormal Course Condition) specifies<\/p>\n<p>that If your ball has not been found and it is known or virtually certain that your ball came to<\/p>\n<p>rest in or on an abnormal course condition on the course, you may take free relief where the<\/p>\n<p>ball last crossed the edge of the abnormal course condition (flower bed) on the course as the<\/p>\n<p>reference point. Rule 16.1e<\/p>\n<p>SOD SEAMS<\/p>\n<p>If a player&#8217;s ball lies in or touches a seam of cut turf or a seam interferes with the player&#8217;s area<\/p>\n<p>of intended swing:<\/p>\n<p>(a) Ball in general area. The player may take relief under Rule 16.1b.<\/p>\n<p>(b) Ball on putting green. The player may take relief under Rule 16.1d.<\/p>\n<p>But interference does not exist if the seam only interferes with the player&#8217;s stance.<\/p>\n<p>EDGING GROOVES<\/p>\n<p>The edging grooves around the aprons or fringes of putting greens are ground under repair. If a<\/p>\n<p>player&#8217;s ball lies in or touches a groove or a groove interferes with the area of intended swing<\/p>\n<p>the player may take free relief under Rule 16.1d. But interference does not exist if the edging<\/p>\n<p>groove only interferes with the player&#8217;s stance. The ball may be lifted and placed at the nearest<\/p>\n<p>point of relief, no nearer the hole.<\/p>\n<p>STAKED TREES<\/p>\n<p>Young trees identified specifically by stakes and wires that provide support to the tree are no<\/p>\n<p>play zones: If a player&#8217;s ball lies anywhere on the course other than in a penalty area and it lies<\/p>\n<p>on or touches such a tree or such a tree interferes with the player&#8217;s stance or area of intended<\/p>\n<p>swing, the player must take relief under Rule 16.1f.<\/p>\n<p>ROOT RULE<\/p>\n<p>If the path of your intended swing will be interfered with by a tree root you can take free relief<\/p>\n<p>to nearest point of relief no nearer to the hole. Ball is to be lifted and placed at the relief point.<\/p>\n<p>This does not include stance relief as it is only intended to protect players from injury.<\/p>\n<p>TIRE TRACKS<\/p>\n<p>Indentations in soft ground in the general area are to be treated as abnormal ground condition<\/p>\n<p>and free relief can be taken at the nearest point that is not nearer to the hole. Ball should be<\/p>\n<p>lifted and placed at the relief position. These indentations must be in the ground and not just<\/p>\n<p>the grass surface to obtain relief and can be caused by a golf cart, pull cart, footprint or<\/p>\n<p>maintenance equipment. Note: Relief must always be taken in the \u201cgeneral area\u201d (see<\/p>\n<p>definition). Relief from these conditions must be agreed to with your playing partners. If they<\/p>\n<p>can\u2019t agree you must declare you think you are entitled to relief and play the ball as it lies and<\/p>\n<p>then with the relief under this rule. The issue should be raised with the tournament rules<\/p>\n<p>Page 3 of 10<\/p>\n<p>2019 Rev. 1.0<br \/>\nYi<\/p>\n<p>I<\/p>\n<p>V\/s<\/p>\n<p>Laguna Woods Village<\/p>\n<p>committee or the lead golf professional for resolution. If the score is the same with both balls,<\/p>\n<p>no discussion is required. If they are different then the score will count based on the ruling. If<\/p>\n<p>the proper play results in a higher score then that score would count.<\/p>\n<p>OBSTRUCTIONS<\/p>\n<p>LJ<\/p>\n<p>Immovable &#8211; Cart paths, buildings, drainage grills, drainage ditches, valve covers,<\/p>\n<p>sprinkler heads, rabbit fences, control boxes, rails on split rail fences and colored<\/p>\n<p>yardage tiles. A drop within one club length from the nearest point of relief is allowed.<\/p>\n<p>Movable &#8211; Yardage markers are treated as movable obstructions. They may be removed<\/p>\n<p>if there is interference with stance, swing or line of play. Note: Remove the yardage<\/p>\n<p>marker, not the ball.<\/p>\n<p>Temporary &#8211; If trucks, tractors or other equipment temporarily parked on the course<\/p>\n<p>interfere with player\u2019s stance, swing, or line of play, the player may drop at the nearest<\/p>\n<p>point of relief not nearer the hole. If your ball lay under or through a fence and not OB,<\/p>\n<p>you may bring the ball back to the fairway side of the fence, no nearer hole, swing and<\/p>\n<p>stance relief with no penalty.<\/p>\n<p>150-yard aiming poles &#8211; The poles providing 150 yardage and an aiming target in the<\/p>\n<p>fairways are to be treated as an immovable obstruction with regards to \u201cstance and<\/p>\n<p>swing\u201d only. If the pole interferes with a player fairly taking his\/her stance or the path of<\/p>\n<p>their intended swing, a player may take relief using the nearest point of relief plus one<\/p>\n<p>club length that is not nearer to the hole. No penalty. If the pole is on the intended line<\/p>\n<p>of play, the player may elect to lift the pole from the ground and move it out of the way.<\/p>\n<p>If a player chooses to leave the pole in and their ball strikes it after playing a stroke, the<\/p>\n<p>ball shall be played as it lies. No penalty. Players are responsible for placing the pole<\/p>\n<p>back in the ground in a careful fashion.<\/p>\n<p>SPRINKLER HEAD RELIEF AROUND GREENS<\/p>\n<p>If a sprinkler head interferes with the players line of play, but only if the sprinkler head is within<\/p>\n<p>two club-lengths from the green and the player&#8217;s ball is within two club-lengths from the<\/p>\n<p>sprinkler head, the player may lift, clean and drop his ball, at the nearest point of relief, no<\/p>\n<p>nearer the hole, without penalty.<\/p>\n<p>TREE WELLS AND MULCH COVERED AREAS<\/p>\n<p>Balls coming to rest within a tree well or a mulch covered area are specifically not entitled to<\/p>\n<p>relief. Bark chips and other materials within these areas may be treated as Loose Impediments<\/p>\n<p>UNPLAYABLE BALL IN A BUNKER<\/p>\n<p>An additional option has been added to the 2019 Rules of Golf that may be applied when your<\/p>\n<p>ball is in a bunker. You may take unplayable ball relief using one of the four options shown in<\/p>\n<p>Diagram 19.3:<\/p>\n<p>Page 4 of 10<\/p>\n<p>2019 Rev. 1.0<br \/>\nZz<\/p>\n<p>[=<\/p>\n<p>si<\/p>\n<p>Laguna Woods Village<\/p>\n<p>DIAGRAM 19.3: RELIEF OPTIONS FOR BALL UNPLAYABLE IN BUNKER<\/p>\n<p>|<\/p>\n<p>a=&#8221;<\/p>\n<p>PE ide<\/p>\n<p>480K<\/p>\n<p>9<\/p>\n<p>A player decides that his or her ball in a bunker is unplayable. The player has<\/p>\n<p>four options:<\/p>\n<p>(1) For one penalty stroke, the player may take stroke-and-distance relief.<\/p>\n<p>(2) For one penalty stroke, the player may take back-on-the-line relief in the<\/p>\n<p>bunker.<\/p>\n<p>(3) For one penalty stroke, the player may take lateral relief in the bunker.<\/p>\n<p>(4) For a total of two penalty strokes, the player may take back-on-the-line relief<\/p>\n<p>outside the bunker based on a reference line going straight back from the hole<\/p>\n<p>through the spot of the original ball.<\/p>\n<p>AERATION OF COURSE<\/p>\n<p>\u201cIf a player\u2019s ball lies in or touches an aeration hole:<\/p>\n<p>(a) Ball in general area. The player may take relief under Rule 16.1b. (dropping) the ball<\/p>\n<p>within one club length measured radially from a point directly behind where the ball is<\/p>\n<p>embedded and no nearer the hole, without penalty. If the ball comes to rest in another<\/p>\n<p>aeration hole the player may take relief again under this Local Rule.<\/p>\n<p>(b) Ball on putting green. The player may take relief under Rule 16.1d.(placing) the ball<\/p>\n<p>at the nearest point of complete relief no nearer the hole, without penalty.<\/p>\n<p>But interference does not exist if the aeration hole only interferes with the player&#8217;s<\/p>\n<p>stance or, on the putting green, on the player\u2019s line of play.<\/p>\n<p>Page 5 of 10<\/p>\n<p>2019 Rev. 1.0<br \/>\nYi<\/p>\n<p>I<\/p>\n<p>V\/s<\/p>\n<p>Laguna Woods Village<\/p>\n<p>PREFERRED LIES &#8211; General Area<\/p>\n<p>Only on holes where carts are restricted to the cart paths due to wet and muddy conditions, a<\/p>\n<p>ball may be lifted, cleaned, and placed within one club length (longest club in the bag that is not<\/p>\n<p>a putter) of the original lie, not nearer the hole. The tournament committee has the authority to<\/p>\n<p>alter this rule and will post event rules prior to the start of an event.<\/p>\n<p>E-5 Alternative to Stroke and Distance for Lost Ball or Ball Out of Bounds<\/p>\n<p>Purpose: When a provisional ball has not been played, significant issues with pace of play can<\/p>\n<p>result for a player needing to take stroke-and-distance relief for a ball that is out of bounds or<\/p>\n<p>cannot be found. The purpose of this local rule is to allow a committee to provide an extra relief<\/p>\n<p>option that allows a player to play on without returning to the location of the previous stroke.<\/p>\n<p>The local rule is appropriate for general play where golfers are playing casual rounds or playing<\/p>\n<p>their own competitions. The local rule is not appropriate for competitions limited to highly<\/p>\n<p>skilled players (that is, professional competitions and elite amateur competitions). For guidance<\/p>\n<p>on when and how this local rule may be used in order for scores to be submitted for<\/p>\n<p>handicapping purposes, consult the rules or recommendations contained within the Handicap<\/p>\n<p>System operating in the local jurisdiction.<\/p>\n<p>Where a committee has introduced such a local rule for general play, and removes it for<\/p>\n<p>competitions, it should ensure that all players are aware of this before play begins.<\/p>\n<p>A committee may introduce such a local rule for all play on the course or only for one or two<\/p>\n<p>specific holes where it may be especially useful (for example, where players are unable to see<\/p>\n<p>the landing area and therefore may not know whether or not to play a provisional ball).<\/p>\n<p>This option allows the player to drop in a large area between the point where the ball is<\/p>\n<p>estimated to have come to rest or gone out of bounds and the edge of the fairway of the hole<\/p>\n<p>being played that is not nearer the hole.<\/p>\n<p>The player gets two penalty strokes when using this relief option. This means that the relief is<\/p>\n<p>comparable to what could have been achieved if the player had taken stroke-and-distance<\/p>\n<p>relief. Ball reference Point: The point where the original ball is estimated to have:<\/p>\n<p>\u00b0<\/p>\n<p>Come to rest on the course, or<\/p>\n<p>\u00b0<\/p>\n<p>Last crossed the edge of the course boundary to go out of bounds.<\/p>\n<p>Fairway Reference Point: The point of fairway of the hole being played that is nearest to the<\/p>\n<p>ball reference point, but is not nearer the hole than the ball reference point. For purposes of<\/p>\n<p>this local tule, \u201cfairway\u201d means any area of grass in the general area that is cut to fairway<\/p>\n<p>height or less. If a ball is estimated to be lost on the course or last crossed the edge of the<\/p>\n<p>course boundary short of the fairway, the fairway reference point may be a grass path or a<\/p>\n<p>teeing ground for the hole being played cut to fairway height or less.<\/p>\n<p>Size of Relief Area Based on Reference Points<\/p>\n<p>Anywhere between:<\/p>\n<p>\u00b0<\/p>\n<p>A line from the hole through the ball reference point (and within two club-lengths to<\/p>\n<p>the outside of that line), and<\/p>\n<p>\u00b0<\/p>\n<p>Aline from the hole through the fairway reference point (and within two club-lengths<\/p>\n<p>to the fairway side of that line).<\/p>\n<p>But with the following limits:<\/p>\n<p>Limits on Location of Relief Area<\/p>\n<p>\u00b0<\/p>\n<p>Must be in the general area, and<\/p>\n<p>\u00b0<\/p>\n<p>Must not be nearer the hole than the ball reference point.<\/p>\n<p>Once the player puts a ball in play under this local tule:<\/p>\n<p>\u00b0<\/p>\n<p>The original ball that was lost or out of bounds is no longer in play and must not be<\/p>\n<p>played.<\/p>\n<p>\u00b0<\/p>\n<p>This is true even if the ball is found on the course before the end of the three-minute<\/p>\n<p>search time (see Rule 6.3b).<\/p>\n<p>But the player may not use this option to take relief for the original ball when:<\/p>\n<p>\u00b0<\/p>\n<p>That ball is known or virtually certain to have come to rest in a penalty area or<\/p>\n<p>\u00b0<\/p>\n<p>The player has played another ball provisionally under penalty of stroke and distance<\/p>\n<p>(see Rule 18.3).<\/p>\n<p>A
