Our task force is a subcommittee of the overall Laguna Woods Village Disaster<\/p>\n<p>Preparedness Task Force (DPTF). We have strong support of the overall committee chair and<\/p>\n<p>the Director of Security Services for Laguna Woods Village.<\/p>\n<p>Purpose of the Plan:<\/p>\n<p>LJ<\/p>\n<p>Create a Village pet disaster plan<\/p>\n<p>LJ<\/p>\n<p>Provide education and training to Village residents on how to prepare and care for<\/p>\n<p>their pets during a disaster<\/p>\n<p>Coordinate with the GRF DPTF<\/p>\n<p>National Incident Management System (NIMS):<\/p>\n<p>LJ<\/p>\n<p>NIMS<\/p>\n<p>LJ<\/p>\n<p>Federal Emergency Management Agency (FEMA)<\/p>\n<p>LJ<\/p>\n<p>American Red Cross<\/p>\n<p>LJ<\/p>\n<p>Local authorities<\/p>\n<p>How To Use This Plan<\/p>\n<p>This plan was developed for use by the Laguna Woods Village Pet Disaster Preparedness<\/p>\n<p>Committee.<\/p>\n<p>Phase 1: Preparation &#8211; Components should be updated by the task force annually. Working<\/p>\n<p>closely with Village Management Services\u2019 Director of Security Services, task force members<\/p>\n<p>will publicize, write articles, appear on Village Television (TV6), present educational seminars,<\/p>\n<p>conduct drills, etc. to have Village residents prepare for emergency situations such as<\/p>\n<p>earthquake, fire and power outages.<\/p>\n<p>Phase 2: During a disaster &#8211; The task force is required to follow the direction and guidance of<\/p>\n<p>the emergency management system authority in charge. The first step is for the task force to<\/p>\n<p>identify the authority in charge (OC Fire Authority, National Guard, FEMA, etc.) and obtain<\/p>\n<p>permission before doing anything. Too often civilians such as DPTF volunteers and local<\/p>\n<p>residents impede the efforts of the authority in charge by acting on their own.<\/p>\n<p>Phase 3: After a disaster &#8211; In this phase various steps need to be taken to return to some<\/p>\n<p>semblance of normalcy first following the direction of the authority in charge and then after<\/p>\n<p>all authority has departed.<br \/>\nLaguna Woods Village<\/p>\n<p>Even though Phases 2 and 3 are not implemented if no disaster occurs, it is important to not<\/p>\n<p>only identify what needs to be done, but also conduct practices and drills to be properly<\/p>\n<p>prepared.<\/p>\n<p>Plan Maintenance<\/p>\n<p>The plan will be reviewed on an annual basis and updated as needed. It will then be posted<\/p>\n<p>on the Village website.<\/p>\n<p>PHASE ONE: PREPARATION<\/p>\n<p>Community Animal Response Teams (CART)<\/p>\n<p>Community animal response teams (CART) (i.e., disaster animal response team) are<\/p>\n<p>volunteers who are trained to ensure the health and welfare of animals before, during, and<\/p>\n<p>after a disaster. During times of disaster, CARTS assist with implementation of the animal<\/p>\n<p>disaster plan. CART managers and members are credentialed and actively trained to provide<\/p>\n<p>support for community preparedness activities, emergency evacuation, emergency animal<\/p>\n<p>sheltering, and the reunification of animals and owners.<\/p>\n<p>The following free online videos will help familiarize you with emergency response protocols<\/p>\n<p>Comprehensive Preparedness Guide: CPG 101 (FEMA, 2010).<\/p>\n<p>Volunteer Retention for the CART<\/p>\n<p>Volunteers are eager to help in the aftermath of a disaster but often lose interest over time<\/p>\n<p>when there is no disaster. Recruitment and training is best done shortly after a disaster in the<\/p>\n<p>area while the community\u2019s interest is peaked. Retention, however, can be difficult and CART<\/p>\n<p>managers must be creative to keep the volunteers interested, trained and reliable. Assuring<\/p>\n<p>regular communication with volunteers to keep their interest high, promotes a sense of<\/p>\n<p>teamwork, and keeps them informed of events and plans related to the CART and the<\/p>\n<p>community.<\/p>\n<p>Practice, practice, practice is the best solution. Practice provides valuable knowledge and<\/p>\n<p>camaraderie between volunteers.<\/p>\n<p>CodeRED<\/p>\n<p>Aform is available on the Laguna Woods Village website for human emergency contact<\/p>\n<p>information and also includes a space for \u201cpet care\u201d contact if you are incapacitated in any<\/p>\n<p>way. Simply go to the Village website and click<\/p>\n<p>the CodeRED icon or pick up a hard copy at Resident Services, fill out and return as indicated<\/p>\n<p>on the form. There is a specific protocol to follow in order to avoid confusion and chaos. All DPTF<\/p>\n<p>members need to understand the protocol and language used by such authorities. In order to<\/p>\n<p>do so, members must complete some FEMA self-study courses that are available for free at<\/p>\n<p>training.fema.gov\/emi.aspx. The two most important courses are 1S-100 Introduction to the<\/p>\n<p>Incident Management System and 1S-700 An Introduction to the National Incident<\/p>\n<p>Management System.<\/p>\n<p>It is the responsibility of each pet owner to provide for evacuation, containment, housing, food<\/p>\n<p>and medical services for their pets. The task force and local authorities will guide and assist, but<\/p>\n<p>are not responsible to provide these services.<br \/>\nPr a<\/p>\n<p>Laguna Woods<\/p>\n<p>Village<\/p>\n<p>PHASE 2 &#8211; DURING A DISASTER<\/p>\n<p>Incident Occurs &#8211; Activation<\/p>\n<p>The Laguna Woods Pet Disaster Task Force will be activated by the Laguna Woods Village<\/p>\n<p>incident commander in the event of any incident requiring evacuation, rescue or other<\/p>\n<p>assistance involving companion animals in Laguna Woods Village. It is understood that local<\/p>\n<p>Animal Control (Laguna Beach Animal Services), local law enforcement (OC Sheriff&#8217;s<\/p>\n<p>Department) and the Fire Authority (OC Fire Authority) have ultimate authority over any<\/p>\n<p>incident of this nature and any response by the Pet Disaster Task Force would be with the<\/p>\n<p>permission of, and under the authority of, these entities. When activated\/requested by the<\/p>\n<p>incident commander, the task force will mobilize volunteers to respond as noted below. Self-<\/p>\n<p>deployment of unauthorized resources will not be allowed as part of this plan.<\/p>\n<p>1. Phone-tree notification of active pet disaster task force members. Once the notified<\/p>\n<p>member of the task force is aware of a need for a response, they will reach out to other<\/p>\n<p>team members\/responders via phone, text and\/or email that an incident has been<\/p>\n<p>declared and that the need has been defined for an animal response. Animal response<\/p>\n<p>team members will be directed to either respond to the command post (CP), or to go<\/p>\n<p>to the designated supplies storage trailer on the VMS lot to retrieve and transport<\/p>\n<p>supplies to the CP for setup and use.<\/p>\n<p>Animal response team will gather and organize materials and supplies needed for the<\/p>\n<p>animal CP (see Appendix E). Basic animal control functions should be maintained<\/p>\n<p>during disasters to the extent possible. Such functions include responding to public<\/p>\n<p>reports related to stray animals or animal problems, animal bites and collection of<\/p>\n<p>stray animals.<\/p>\n<p>3. Veterinary medical care and services will be needed for the following:<\/p>\n<p>a<\/p>\n<p>Care of injured or ill animals<\/p>\n<p>b<\/p>\n<p>Triage of animals recovered during animal search and rescue operations<\/p>\n<p>[4<\/p>\n<p>Veterinary care and infection control programs at animal sheltering sites<\/p>\n<p>d<\/p>\n<p>Coordination with public health on zoonotic disease (infecting both people and<\/p>\n<p>animals) management<\/p>\n<p>Animal disease management<\/p>\n<p>4. Designated team leaders will assess incident needs and evaluate incident timeline and<\/p>\n<p>conditions. Operations will be expanded or contracted depending on needs. Volunteer<\/p>\n<p>staffing will:<\/p>\n<p>a. Assign a consistent shelter team to provide daily animal care<\/p>\n<p>b. Maintain a roster of trained staff<\/p>\n<p>6<br \/>\nPr a<\/p>\n<p>Laguna Woods<\/p>\n<p>Village<\/p>\n<p>Double-staff key positions (if necessary) in case someone falls ill<\/p>\n<p>Consider work that can be accomplished virtually (offsite) with technology,<\/p>\n<p>such as Microsoft Teams, Zoom, Skype or phone<\/p>\n<p>Wear masks at all times in the sheltered area as a general safety precaution; a<\/p>\n<p>supply of masks and gloves will be provided if needed<\/p>\n<p>Perform cleaning and disinfecting frequently<\/p>\n<p>Assign volunteers to check in with the American Red Cross and people with<\/p>\n<p>pets sheltering in hotels to regularly monitor and troubleshoot issues<\/p>\n<p>Set up off-site veterinary support for animals requiring care<\/p>\n<p>Liaise with Laguna Woods Village Security Services<\/p>\n<p>Incident Management<\/p>\n<p>Team leaders will maintain management of the incident. This plan is based on the following,<\/p>\n<p>in order of preference:<\/p>\n<p>1<\/p>\n<p>Pet owners sheltering in place with their pets.<\/p>\n<p>Pet owners taking their animals with them to shelter with a friend, relative or pet<\/p>\n<p>friendly hotel.<\/p>\n<p>Pet owners making arrangements with local pet board facilities or veterinarians.<\/p>\n<p>Cohabitated shelter concept where animals live in the same living area as their family,<\/p>\n<p>side by side. Such a shelter is designated and created by the authority in charge<\/p>\n<p>(CalFire, National Guard, FEMA, etc.) only when necessary. Dogs have cages or crates<\/p>\n<p>to sleep in and at other times in which family members are not able to directly<\/p>\n<p>supervise them. Cats, birds, small mammals, etc., are also kept in cages or crates. Pet<\/p>\n<p>owners take care of their own pets, including feeding, watering and walking. The pros<\/p>\n<p>of the cohabitated sheltering are that this sheltering model keeps people with their<\/p>\n<p>pets, gives the most comfort to the owners and their animals, and requires the least<\/p>\n<p>amount of staffing to manage the animals.<\/p>\n<p>a. Cohabitated animal sheltering puts the responsibility for caring for animals on<\/p>\n<p>the animal owner. The shelter will provide the following:<\/p>\n<p>]<\/p>\n<p>Equipment &#8211; Crates, litter pans, bowls, leashes, etc.) and consumable<\/p>\n<p>supplies (food, water, litter, bedding, poop bags, cleaning supplies, etc.)<\/p>\n<p>to augment what the owners bring with them and to ensure the animal<\/p>\n<p>sheltering is accomplished safely;<\/p>\n<p>1<\/p>\n<p>Minimal monitoring by animal care staff to ensure owners are humanely<\/p>\n<p>caring for their animals and the animals are not creating disruption or<\/p>\n<p>other issues in the cohabitated shelter setting; triage on intake to<\/p>\n<p>7<br \/>\nPr a<\/p>\n<p>Laguna Woods<\/p>\n<p>Village<\/p>\n<p>ensure that animals who should not be in cohabitated housing are<\/p>\n<p>sheltered elsewhere; off-site veterinary care; and<\/p>\n<p>iii.<\/p>\n<p>A contingency plan for animal care for animals not suited to<\/p>\n<p>cohabitated sheltering.<\/p>\n<p>5. Rotate\/Replace staff and supplies. Maintain communication with the incident<\/p>\n<p>commander, animal sheltering and logistics.<\/p>\n<p>PHASE 3 &#8211; AFTERA DISASTER<\/p>\n<p>Owner Actions After Disaster<\/p>\n<p>Pet owners have the responsibility to ensure their pets get through the disaster with as little<\/p>\n<p>harm and trauma as possible. Provide them with information on how to go forward (see<\/p>\n<p>Appendix C).<\/p>\n<p>Task Force Actions<\/p>\n<p>1<\/p>\n<p>Animal\/Owner reunion and recovery:<\/p>\n<p>LJ<\/p>\n<p>Identification and tracking systems for displaced animals<\/p>\n<p>LJ<\/p>\n<p>Lost and found data management, including web-based information when needed<\/p>\n<p>LJ<\/p>\n<p>Transportation of pets to their original locations<\/p>\n<p>LJ<\/p>\n<p>Team participation in long-term recovery efforts and unmet needs committee<\/p>\n<p>Terminate response:<\/p>\n<p>LJ<\/p>\n<p>Communicate status to incident commander<\/p>\n<p>LJ<\/p>\n<p>Ensure animal responders have been officially notified to stand down.<\/p>\n<p>LJ<\/p>\n<p>Return supplies to storage<\/p>\n<p>LJ<\/p>\n<p>Thank responders for their participation<\/p>\n<p>Prepare after action report: Preparation of this report is crucial after any training<\/p>\n<p>exercise or actual disaster response. The purpose of the report is to analyze and<\/p>\n<p>evaluate what went right and what went wrong, coming up with changes to improve<\/p>\n<p>response the next time (see Appendix E).<br \/>\nLaguna Woods Village\u2019<\/p>\n<p>GLOSSARY OF COMMONLY USED TERMINOLOGY<\/p>\n<p>Community animal response team (CART), also referred to as a disaster animal response<\/p>\n<p>team (DART), is a group of volunteers who are trained to ensure the health and welfare of<\/p>\n<p>animals before, during and after a disaster.<\/p>\n<p>Emergency operations center (EOC) is a central command and control location responsible<\/p>\n<p>for the strategic overview, or \u201cbig picture\u201d of the disaster. The common function of an EOC is<\/p>\n<p>to collect, gather and analyze data; make decisions that protect life and property, maintain<\/p>\n<p>continuity of the organization, within the scope of applicable laws; and disseminate those<\/p>\n<p>decisions to all concerned agencies and individuals. The EOC does not normally directly<\/p>\n<p>control field assets, but instead provides centralized information and resource coordination<\/p>\n<p>in support of ground operations.<\/p>\n<p>Emergency operations plan (EOP) are documents that describe who will do what, as well as<\/p>\n<p>when, with what resources, and by what authority\u2014before, during and immediately after an<\/p>\n<p>emergency.<\/p>\n<p>Federal Emergency Management Agency (FEMA) is an agency of the United States<\/p>\n<p>Department of Homeland Security, initially created by Presidential Reorganization Plan No. 3<\/p>\n<p>of 1978 and implemented by two executive orders on April 1, 1979. FEMA coordinates the<\/p>\n<p>federal response to disasters in the U.S.<\/p>\n<p>Household pets are domesticated animals (e.g. dog, cat, bird, rabbit, rodent or turtle) that<\/p>\n<p>are kept in the home for pleasure rather than for commercial purposes.<\/p>\n<p>Incident command system (ICS) is a management system designed to enable effective and<\/p>\n<p>efficient domestic disaster or emergency management by integrating a combination of<\/p>\n<p>facilities, equipment, personnel, procedures and communications operating within a<\/p>\n<p>common organizational structure.<\/p>\n<p>National Incident Management System (NIMS) is a common framework used for managing<\/p>\n<p>natural disaster response and it exists at all levels of government (e.g. local, state and<\/p>\n<p>federal).<\/p>\n<p>Pet Evacuation and Transportation Safety (PETS) Act is federal legislation that requires<\/p>\n<p>states and local jurisdictions to have a plan in place for the evacuation and sheltering of<\/p>\n<p>household pets and service animals in order to access certain federal funding sources.<br \/>\nLaguna Woods Village<\/p>\n<p>APPENDIX A: PET EMERGENCY SUPPLIES<\/p>\n<p>In a \u201cto-go\u201d bag<\/p>\n<p>Supplies for any pet species:<\/p>\n<p>Food &#8211; One-week supply, plus can opener and non-spill food dishes<\/p>\n<p>Water &#8211; One-week supply for drinking and cleaning, plus non-spill water dish<\/p>\n<p>Medicine &#8211; One-week supply<\/p>\n<p>Carriers &#8211; Portable, plus bedding, blankets and towels<\/p>\n<p>Vet contact information &#8211; Copies of vet records, plus microchip info<\/p>\n<p>Current pet photo &#8211; With owner information, name and ID tag<\/p>\n<p>Emergency contact information<\/p>\n<p>Pet poison hotline &#8211;
