Hear Ye, Hear Ye: Clarification on a Public Notice

You may have read in the Globe that the City is holding a public hearing on August 16, 2017 to consider adoption of a mitigated negative declaration and proposed General Plan Amendment, Zoning Code Amendment and Zone Changes. Updates to General Plans and Zoning documents are very common in municipalities. This particular proposal deals with five parcels that are designated and zoned Urban Activities Center, as well as one parcel that is designated and zoned both Open Space and Urban Activities Center. The proposal is to change the General Plan designation on five parcels to Residential Community and on one parcel to Open Space. Zoning would be changed to Residential Community and Open Space Recreation. A Residential Community Maintenance zoning overlay would be established for the five Residential Community parcels to provide for the continued development and preservation of specialized maintenance and operational support facilities that provide services to the base Residential Community (Laguna Woods Village) and prohibit incompatible and retail commercial uses. VMS supports this proposal as several residents through the years have expressed their desire to retain the support facilities southwest of Moulton Parkway and El Toro Road and to not allow sale of the parcels that could lead to high-rise residential and retail commercial uses. Left unchanged, the existing land use designations and zoning would potentially allow both residential and commercial uses.
